WARRANT out for man accused of child sex trafficking in Fort Wayne

FORT WAYNE, Ind. ---The alleged trafficker told the victim’s mother he needed help cleaning an office.


Instead, Victor Ruiz told the 13-year-old victim that “they” were going to give massages to men in exchange for money and that the men would be “naked,” according to a probable cause affidavit submitted by Officer S. Schmieman.


When the victim asked why the men had to be naked, Ruiz, 36, replied “they” would make more money that way, court documents said.

This week, Ruiz was charged with Felony 3 promotional child sex trafficking and misdemeanor contributing to the delinquency of a minor.


The massages which Ruiz insisted had to be “completed,” which could be interpreted as giving the same sort of satisfaction offered at any number of illegal massage parlors operating in Fort Wayne, took place in at least two different homes, one where Ruiz lived, the victim told police.


Court documents list Ruiz’s residence in the 4500 block of Winston Drive on the southeast side of the city.


The first massage took place in a bedroom at a friend’s home. Typically, the male client would undress, lie facedown on a bed “naked and uncovered” while Ruiz gave instructions.


“The victim was massaging the man’s upper thighs when the defendant told her she needed to go in more because that’s where the good spot was, instructing the victim to massage the male’s penis and genitals,” court documents said.


During the second massage, the client’s penis became erect and when the victim wanted to stop the proceeding, Ruiz told her the situation was normal and “not to worry about it.” Baby oil was used, court documents said.


Ruiz told her to "dress nicely and not ratty” for these encounters and that she had to lie about her age. She had to say she was 18 or the men would “call the police,” court documents said.


The clients paid $150 for the massage and Ruiz would give her a portion of the money, the victim said. The victim believed Ruiz was advertising the service on Facebook and communicated with the clients via Facebook messenger.


On one occasion, Ruiz took her to Foster Park to “hang out” and they met up with his friends. These men took this young girl back to on their homes and tried to get her drunk on Corona beer and “encouraged” her to vape, all of which she refused. She pretended, she said, to drink the beer.


The massages occurred starting in February 2023 and ended in January of the next year. The victim didn’t speak to police and had been told by Ruiz not to tell anyone. 


But she did and police were called to a forensic interview in May when the victim was 15. She showed police a home in the area of Calhoun and Cox streets where she pointed to a window on the northwest side of the home that had an air conditioning unit. That was the bedroom where a massage was performed. The owner of the home was tall, heavy set and white, she said.


The other home where four of the five massages took place was a white house. She pointed out the defendant’s bedroom on the southwest corner. A man standing out front that day was Ruiz’s roommate, she said.


An arrest warrant was issued for Victor Ruiz. No identifying photo is available for the moment.
